That was the headline last week in the Costa Blanca News - a weekly for English expats living in SE Spain. Here's the (short) article:

CHEMISTS TO SELL CANNABIS BY 2005

A pilot scheme to allow some chemists in Cataluña to begin selling cannabis for medicinal purposes will be launched at the beginning of next year. Health chiefs have agreed to the scheme saying that if it works it could be extended to other regions later in the year. The cannabis would be sold in its natural form to be used as an infusion and also in capsules.

NB. In the UK when we refer to a Chemists we mean a pharmacy not as suggested here a group of entrepreneurial scientists.

Will that be Over-The-Counter or By Prescription only.

We here in Canada already have pot by prescription for certain types of MS patients among others.
