I read somewhere on the net, a few months ago, that the main publishers of drug clinical trials were going to insist that the companies involved had to provide data from ALL their trials and not just the ones they chose to submit. If the drug companies didn't comply then the publishers wouldn't accept their trials for publication. I think (can't really recall) that the FDA was involved with this and would try and police it. Does anyone else remember reading about this?
