CCSVI - bad vein design?

Our body generally has redundancy at most of the critical functions. I was just trying to understand if such a thing exists for cerebral veins also.
I landed up on this page:

Notice that the article describes how issue in artery is compensated by unaffected artery. But this does not seem to be the case with veins.
Is CCSVI a case of bad design?
