Have there been any reports of open neck surgery for CCSVI?

Correct me if I'm wrong, but was it Zamboni who said that CCSVI could be corrected by either ballooning, or open neck surgery to open the veins if restenosis kept re-occurring?

Obviously this has more risks than just the ballooning, but I would prefer the open neck surgery rather than stents.

I heard Zamboni say that too - but he stipulated that open neck surgery is a potential option for stenosis in the lower jugular only. This does not address issues in the upper jugular, or the azygos.
