Weight training and veins

Some time ago I was interested of valsalva maneuver and I red papers about subject. I got the main points about what happens in veins during maneuver.. for example normally IJV:s are collapsed when standing, but they open during valsalva maneuver - big pressure opens the IJV:s.
Exactly same thing but maybe stronger pressure happens during weight training / bodybuilding movements.. and I began to think that is it possible that weight training with good breathing might do good for venous insufficiency. I got more gas, when I heard that some people with MS feel very good after weight training? Is it possible that effective exercise, might widen / open the narrowed vein?
So, does this make any sense -- does it sound silly?
ps. I am truly sport believer, love to exercise
