He was only an adjunct professor, and self taught. He certainly made some stupid mistakes in the quoted article.
The article - not even a peer reviewed academic paper - is now well over 10 years old.

Reading the report, it looked like a very young academic on the tenure track, doing something to get published. That I can understand.
Why an organization in the UK should post this on a US forum is beyond me.
