According to the article you link to, of the 676 people in the study, 37 people, or 5.5 percent, were diagnosed with different forms of cancer after taking the Multiple sclerosis drug mitoxantrone.
According to a 2010 report for the President's Cancer Panel, a three-person panel that reports to the U.S. president on the National Cancer Program, the conclusion was that approximately 41 percent of Americans will be diagnosed with cancer during their lifetime and about 21 percent will die from cancer.
Since MS drugs typically suppress the immune system, the conclusion of the study is not a surprise nor are the results, yet the results are not all that much higher than the 'normal' population.
