should CIS be considered MS?

Should CIS be considered MS? If we assume that MS is the presence of multiple scars, just one lesion should not be considered MS.
On the other hand, normally MS refers the underlying condition that produces the scars. From this point of view CIS should be inside MS when is expected to evolve into clinical MS.
What do you think? What should be the proper way to classify CIS?
