Globe and Mail Article: Epilipsy Surgery

I just read this article this afternoon. I've included the link below.

It made me wonder what kind of scientific process this surgery, brain surgery no less, went through in order to become accepted practice. And further still, why is it not being offered to epliepsy patients who, according to the article, may both qualify and benefit?
