Supposedly, once the cord injury scars up, the scar tissue itself thwarts the healing process and dampens/eliminates attempts to heal. I've lost the link but I think it was you who posted an article on a potential way to "melt" the scar and re-enable the healing process.
What I'd like to see is a coordinated effort to put all the (potential) advancements together in one study as opposed to just squirting neural stems cells in the area of the injury.
