sensors not picking anything up in legs?

Has anyone ever had sensors placed on their legs to measure any current there? My husband just had this done, and there was no response. The therapist thought the machine was not working, yet, it did work, just not on my husband, but on the technicians. They said they had never seen that before and gave up on the test. So, what's the reason?
