I have the same problem in Bulgaria. It turns out that HSCT is performed on a regular basis here..., for other conditions. And by law I cannot even pay for the procedure to be performed in a hospital because it is not a recognized treatment for MS?!? They make like 30 or even more HSCT's in just a single hospital per year and have made only two for MS until now. Right now searching for options how to get it done and I think fighting bureaucracy will be harder than the transplantation itself :(. And of course not a single doctor told me about the hospital, a friend in the pharmaceutical business found out after just 2 hours research and the proper connections. Even if the price is as like in Russia, 40 000$, I will still save money from travel and accommodation and even some costs can be covered by my health insurance.
